My foster sister/mother of my godchildren is the best parent I know. She encourages the kids to read (a lot. Seriously. I haven't seen a kid who reads like my godson since, well, me.) And she does tell them things like, "I've read this book and I feel it talks about some things I feel you're not quite ready to handle yet. So let's a wait a little while before you read it. Here, try this instead." And they do, and she makes sure to ask them to come talk to her about anything they need to talk about or ask questions about, and so far, she's raising a couple of brilliant kids.
Which proves, to me, that parental oversight in reading material is a good, responsible thing, as long as it's not carried to extremes and everyone is reasonable about it. Arbitrarily cutting off everything about a certain publisher-issued age limit, on the other hand, is probably not going to end well for anyone....
As for the rest of it? Yeah. Codswallop. What a moron -- and a damaging one, since she has an audience that might listen. (And we won't discuss the nice little gender-appropriate categories she put all of her recommendations in. Oy!)
