I just alerted Sho on GoodReads about this, she was said to have missed the last sale - which I in Germany only had seen late in the day as well: she lives in Japan.

Hello Diane, could you tell me if Japanese readers counted as US-readers? She bought the International Wizards in the correct time-frame and says she followed the directions on how to enter the coupon code, but there was no reduction in price...

Ah, there's an understandable reason now: she paid with her credit card directly, she didn't know she could pay via PayPal even without having an account.
